[Lou][2.0.73] Foundation can't be placed on Deep Lake / Blue Marsh tiles (Gleba)

Probably the most irrelevant bug in the history of this game.

I've noticed that you can actually use the Foundation on water sources as well as lava and oil oceans.
All except Deep Lake and Blue Marsh tiles on Gleba. Notably, you can use Foundation on all other marshes like the Green, Deadskin and Coral marshes as well as wetlands.

Obviously nobody would want to waste their fundations on water than you can just landfill but considering that it is explicitly listed as an option for all other (non Aquilo) water sources makes me believe this to be an oversight.

Thanks for the report, it was an oversight, and it is fixed for 2.1.
