Consolidate interrupt & wait condition dropdown

TL;DR
Merge related train/station interrupt/wait conditions like "X" and "Not X" into a single condition.
What?
  • The "X" / "not X" conditions ("(Not) At specified station", "Passenger (not) present", "Request (not) satisfied" and "Station is (not) full") should just show at "X" in the dropdown and then have a yes/no toggle once they have been selected. For multiplayer, it might even interesting to turn "Passenger (not) present" into "Passenger count" and make it a comparison like "Item count".
  • Merge "Empty cargo", "Has cargo", "Full cargo" and "Cargo not full" into "Overall cargo state" in the dropdown, with "empty" / "not empty" / "full" / "not full" being selectable in the condition list.
  • "Any request not satisfied" is the negation of "All request satisfied". They could be merged in two ways:
    Either like the "X" / "not X" case above or expand into having all 4 operations available, similar to "Overall cargo state": "Request satisfaction (from the current planet)" in the dropdown, "[no / any(some?) / all / not all] requests satisfied" in the condition list.
This leaves the fuel conditions ("Fuel (all locomotive)", "Fuel (any locomotive)", "Full fuel") for trains and "Any request zero" and its interrupt-only, planet specific variant "Any planet import zero" for stations where I feel conditions could be merged, but I don't have good ideas on how to merge them without making the resulting condition too complicated.
Why?
With the additions from 2.0 the interrupt and wait condition lists feel a bit cluttered. While the alphabetic sorting mostly works in English to keep related options together, the worst example probably being "(Not) At specified station", this may not hold in other languages.
This suggestions shortens the dropdown by 3 to 5 entries and helps categorizing them, making the condition one is looking for easier to find.
