enemy expansion over cliff

hello.. if you see the attached screenshot, you'll see that enemy expanded into my territory over the cliff, despite there's no direct path there (all perimeter is fully enclosed in defenses), and also started to form the attack group inside my "walls" so to say.. is this intended behaviour? if so, it means cliffs don't protect against "leakage" of enemies, gotta keep in mind

I too had assumed cliffs were protection based on the FFF a while back but have noticed the same issues CTT. Thank you for the link, At least now I know it's by design and not that I had a gap somewhere.
