Add inherent quality bonus _chance_ to recipes

This is very similar to this implemented for 2.1 feature request BUT instead of setting the specific quality level of the recipe, give the recipe an innate quality bonus that stacks with modules.

Ex: Recipe "Fancy Iron Gears" has +50% quality bonus. You can get it even higher with modules
