Make 'maximum per surface' a generic entity property

As in title, make the maximum per surface poperty of cargo landing pads generic for all entities. This would be a great way to allow mods to specify a maximum number of special buildings per surface, without having to track and manage scripts to achieve the same effect.
Py and PyBlock developer, wielder of LUA in arbitrary ways. I make mods. Check them out, maybe.

+1, even if its limited to specific entity types that are commonly used by mods, this'd still be great to have

+1, while I prefer mine (127039), getting it in any form would be nice
