How to make the scenario configuration menu work?

I am not sure if this is a bug, so I am starting here asking for help.

The scenario configuration menus disappear when the base game campaigns/scenarios are copied to the user scenario directory,

Copy "Factorio\data\base\campaigns\tight-spot" to "%AppData%\Roaming\Factorio\Scenarios"
Start new game -> Select user scenarios: tight-spot

There is no menu visible to select a level or difficulty.
