Failed to load mods

Mods: None (Base)

From Steam, click Play (using any of the above versions). It gets to about 90% loaded and then provides an error like the one below.

Failed to load mods: Failed to load sprite - loading bitmap failed: InvalidParameter (2).: __base__/graphics/entity/biter/biter-attack-3.png

Each time I click Play I get the same error but it specifies a different file. Same result if I choose Disable All Mods or Restart from the error.

I've uninstalled and re-installed from Steam and directly from Factorio.com and get same result.

System-->Sound-->Properties-->Sonic Studio Virtual Mixer-->Don't Allow

I did not even restart my machine and it ran just fine after the settings changes.
