[2.0.69] Mining drill filters display as "any quality" even when quality is disabled

- Disable space age and quality
- Put the following code in data stage to enable filters on a mining drill data.raw["mining-drill"]["electric-mining-drill"].filter_count = 5
- Place a mining drill and set a filter
The alt icon displays as "any quality" even though quality feature flag is disabled

Thanks for the report. Issue is now fixed for 2.1.
