Diffrent behaviour in similar setup (pump.flow_scale = false)

Diffrent behaviour in similar setup (pump.flow_scale = false)

Can someone explain me in detail why these setups behave diffrently when all pumps flow_scale = false?
top setup all pumps at maxrate(3000) middle segment 50% filled

bottom segment
one input pump and one output pump always slightly below maxrate(6000, due to 100x60 limit) and middle segment nearly empty?
