If only there was a way that you could take the most spoiled items out of a chest.
If you see such fluctuations then chests will be regularly emptied, which means that order doesn't matter at all.
And no real way to solve it other then giving each machine its own chest and move items if the chest has enough items for 2 crafts and the other item in the other chest also has enough.
There is always another way. For example belt buffers with overconsumption or bots swarm if you love chests.

Fluctuations are there but they dont fluctuate every minute there are times where it is stable and then it swings the other way. Its a % game. On average a cointoss will come out just as many times heads as tails, yet you can have 100heads in a row.
So the chest would be emptied but at that time all the items will be nearly spoiled or all gone which then causes the problem on the other side.
Bots are terrible for quality, they dont have the option of spoiled or fresh first so they just go for the most spoiled item first.

To hearken back to the OP, the desire is for a FIFO system that's better than just a single longboi belt. With smart splitters you can accomplish this by doing a few shorter belts in parallel. As soon as an item enters a lane, it's set as the priority to send more items to. As soon as a lane hits empty, it's partner is set as priority to draw from. The smallest unit is two-belts wide, but they could be nested using the same logic.

It would be nice if we could just have this functioning in a chest without the need of work arounds because working of chests precents their use as storage containers for spoilable items. Which is the whole idea of chest being storage containers to begin with.

Ofcourse quality and spoilage have been added to the game later so some things dont work well with them. This is just 1 of those things that doesnt work well. Especially if you combine, quality + spoilage in chests.

In the case of Gleba, only the accurate freshness filter should be implemented, as FIFO doesn't have an in-game case to use it widely.
