I ran into an issue with the following scenario, I had yellow belts in my inventory and no underground belts in my inventory and I tried to belt across the above image, and the underground belts did not ghost build on the far side of the pipes.

After light testing this does not occur if you have both belts and undergrounds in your inventory, nor does it occur if you have neither belts nor undergrounds in your inventory.
