Simple, minor bug.
Offshore pump looks like it requires solid ground under the output tile, but that's actually not required. Order bots to place landfill together with offshore pump, and if the bot carrying pump arrives first, it'll place the pump even if there's no landfill.
Attached video showing setup. The bot carrying landfill is still on its way, but the pump will be placed as if the landfill was there. Base game, no mods.
Edit: Should've searched further back before posting, ended up as a duplicate. Ah well.
