Randomly became unable to play multiplayer

I've been playing multiplayer with a friend via steam for the past 2 weeks, but randomly like 2-3 days ago we became completely unable to join each other, usually with it saying, "Could not establish network communication with server.", here is my log file from when i tried hosting.

Can each of you join public servers? What region are each of you in?

we can both join public servers, im from new zealand and they are from thailand, we had no issues joining each other before

Same here, the problem is only with games that I try to connect via steam ID. Connection to IP/port (i.e. dedicated servers) works correctly.
Also there was quite big steam outage two days ago and I suspect that it is related - something probably changed on steam side.
