Allow us to block/allow silos from sending specific items to space via circuits

TL;DR
Allow rocket silos to decide weather or not they are allowed to send specific items to space based on what circuit conditions are met
What?
Lets say I want my Fulgora base to keep 1k red chips in my bot network so my factory can use them and then send any excess into space. What I would like to do is wire my filtered storage chests to my silos and tell silos to allow red chips to be sent if red chips > 1k (or maybe 2k so a shipment would bring it back down to 1k). I would like to set up a ship to automatically transport those chips to another planet, but I don't want it to continuously swing by and grab ALL the red chips
Why?
It would vastly increase how much control we have over resource management, especially on Fulgora where resource inputs aren't deterministic, but without breaking the immersion of "how do the ships wirelessly know not to request this item right now?"

Feature exists: use an Isolated Logistic Network, with Inserters controlled by a Circuit Network to pass Items across the gap.

Another way to do this is with "Read orbital Requests" Circuit connection of the Silo itself; you can then use Inserters to load the Silo instead of Logistics Robots according to a Circuit Network condition.

that is not a feature, thats is a hack that requires ALL of your silos to be on their own separate network, requires you to treat ALL items with this level of granularity, and runs counter to the entire concept of allowing bots to fill rockets. personally i dont think this is a valid argument on its own for this to NOT be made a feature
