Anyone got the 'smart splitter' working yet?

Anyone got the 'smart splitter' working yet?

Having just downloaded 2.0.69 and got to work rightaway with a splitter connected to a decider combinator in order to split a belt into a 20/80-division. But I can't seem to get that working. Is there a little manual somewhere on how to accomplish that?
