[Forums] New Subforum has "New Topic" enabled for normal users

What did you do?
Visited the newly-created Subforum Fixed for 2.1

What happened?
"New Topic" is visible to Normal Users (non-Staff)

"Post Icon" field is enabled, which is not present anywhere else in the Forums.

What did you expect to happen instead? It might be obvious to you, but do it anyway!
Only Staff should be able to post New Topics in Bug Reports sub-forums

Only the Subject header field would be visible like in all other sub-Forums.

Does it happen always, once, or sometimes?
Only in this newly-created Subforum.

You can also see "New Topic" in Resolved Requests.

Partially fixed: The "Fixed for 2.1" subforum has been updated.

The "Resolved Requests" subforum still has the "New Topic" button present.
