whycome no rocket rush launch?

I'm playing the rocket rush game mode (note: not the rocket rush strategy for the regular game mode, which makes this impossible to google) and I can't get the rocket to launch. I tried going into /cheat and manually inserting a space platform starter kit and it still won't launch. This is Space Age 2.0.66.

Sounds like 128368, I am not sure if this is even supposed to work with SA.
