Ability to let custom worker robots ignore bonuses

Hello everyone

It would be really nice if we had the ability to set something like uses_worker_robot_cargo_size_bonus and uses_worker_robot_speed_bonus for custom worker robots. Additionally it would also be nice if we could set the robot_energy_usage attribute for custom surfaces.

To ignore the speed bonus there is already FlyingRobotPrototype::max_speed.

I've added RobotWithLogisticInterfacePrototype::max_payload_size_after_bonus for 2.0.67.

robot_energy_usage surface property is unrelated and has been discussed before, so I will ignore it in this thread and move this thread to implemented. If you want it tracked publicly, make another thread. Generally it is better to separate unrelated modding interface requests.
