When disabling productivity (or quality) on any recipe usable by the Electric Furnace, this limitation can be bypassed by putting Productivity (or quality) modules into the electric furnace when it is not running. At which point it will then make use of those module benefits, ignoring the recipe prototype's statement that the recipe does not support the effect.
This issue can be easily reproduced each time attempted.
Step 1: Place modules in electric furnace
Step 2: Put ingredients for smelting recipe with productivity disabled in electric furnace
Step 3: Observe it applying productivity anyway
I was expecting the Electric furnace to refuse to run the iron-ore recipe as it had "invalid" modules installed, or to not apply the productivity.
No other mods used, Base + iron-plate-no-productivity
