If I set UI scale to "Manual (points): 150%", the bottom part of the programmable speaker GUI goes off screen and becomes inaccessible.

Thanks for the report. Do you have a vertical resolution of 1620 or larger? If not, a scale of 150% is simply not supported with the current GUIs.
The entire game GUI was built around 1920x1080 with a scale of 100%. Higher scales are only meant to be used at higher resolutions to maintain the same ratio (200% at 4k is exactly twice the scale at twice the resolution).
Using scales larger than that will likely run into issues you're seeing and falls outside of what we're looking to support because: at some point every GUI will be unusable at too large of a scale on too small of a screen.
