quality in uranium/fusion cell recipes

Hello, I propose implementing the quality system on the uranium and fusion cell recipes. The quality will affect the fuel cell's combustibility.
Because, for example, having a nuclear reactor and legendary heat exchangers ultimately only affects the combustion speed of a normal-quality fuel cell (instead of 200 seconds, it's 40, I think, for the legendary reactor) and health. The usefulness is less. What do you think?
