I've run into a problem that I can't seem to automate: viewtopic.php?t=130068.
What happens, is when items get delivered to a requester chest that are not at 100% health, they can be picked up by inserters, but can't be inserted into the assembler, so they have to be manually removed. I don't think there's a mechanism to automate it to prevent this from happening. I don't think that it ever makes sense to deliver an item to a requester (blue) chest that is not at 100% health. I think that anything not at 100% health should be excluded from being delivered to requester chests.

Even if it doesn't happen already (I don't know how to test this), I think that not delivering damaged items to blue chests is probably much more straightforward both for Wube to implement, and easier for users to understand.
