Add a tech unlock for Steam Turbines with Calcite Processing

TL;DR

Calcite Processing should unlock Steam Turbines in addition to turbines being unlocked by Nuclear Power and Heating Tower

What?

Steam Turbines are currently unlocked by either the Nuclear Power or Heating Tower research events. They should also be unlocked by Calcite Processing, because the steam generated by Acid Neutralisation (also unlocked by Calcite Processing) is 500C, and so should be used in Steam Turbines and not in Steam Engines.

Why?

This would make it clearer to players on Vulcanus for the first time that the steam from acid neutralisation is superheated. It's inconsistent with other aspects of gameplay that one has to research Nuclear Power just to get the Steam Turbines to be used here. Heat Exchangers and Heat Pipes don't need to be included in this unlock, and indeed it would help to convey the message that you use the turbines with acid neutralisation.

It also avoids the annoyance of looking for a uranium patch just to get the trigger tech (something I have had to do).
