judging by the fact that you can download archived versions from their website, play offline (im fairly sure but somebody should fact check this lol), and they provide a dedicated server. I would say they probably meet all the requirements for stop killing games, the only significant one would be no master server, and im sure wube would be willing to provide that if they went under. Or at the very least some sort of reference so we can create a new one if we needed to. Granted im not sure its required for even using the multiplayer functionality at all.

Factorio explicitly supports playing "Offline Multiplayer" games not signed-in with a Factorio.com account - on a LAN without an Internet connection, or to Internet-connected Servers with Username Validation disabled. The Server Browser is a set of HTTP API calls which could be re-created with some effort.
While "most Users" seem to get the game through Steam, Old versions may be downloaded directly from the Factorio.com website in multiple formats - with no DRM applied. The Development builds explicitly include "Debug Symbols" in the form of PDB files - these are very useful for Reverse-Engineering the game, or changing to an Unofficial Server List. In the unlikely event that Wube Software is defunct, and the original Source Code is somehow unavailable, a future techno-archaeologist should be able to run the game without too much trouble.
I do not think that Factorio is the type of game that this Political Campaign is meant to address.

And the cherry on top, I personally heard Kovarex say, that when the game is "done" as in Wube does not want to maintain/care for it anymore, it shall get open-sourced, so there is that

I don't know why this would be posted here. I'm thinking the original poster has never played the game, perhaps?
