similar to the uses_force_mining_productivity_bonus, i'd like to be able to have something similar for beacons that disallows them from using the BeaconDistributionModifier.
I specifically want it for a beacon im adding where it wouldnt make much sense for their distribution to be increased via technology (its a heating coil stood up on some metal ); and since its profile is exponentially scaling, not having the base distribution value be too high also helps keep it within reasonable values.
