Debug Toggle Non-functional {?}

I've been trying to figure out if I'm just missing a setting somewhere or if this toggle only works in certain modes, but I have been unable to toggle the debug on or off with the F5, F6, or F7 key. I can open the settings with F4 and toggle the always on settings and debug settings as normal. I cannot find a 'Toggle Debug' setting in the controls. I checked the config.ini and couldn't find an option in there either. I ran a Steam file verification as well to check for missing files but, it came up fine. I've done pretty much everything I can besides a reinstall or changing the game files. Am I just missing something?

If you set an overlay in the always tab then toggling debug won't toggle that overlay, because you did not set it under debug.
