[2.0.55] Network requests signal from buffer chests is halved

When I build this contraption so that the assembler would build everything missing in the requests, the buffer chest doesn't put out a full signal.
it starts at 20 but then when the buffer chest gets to 10 it doesn't transmit the signal anymore and the roboport signal to the machine doesn't want to craft 10 more even tho the request is not fully satisfied but only half.

I do not know what exactly is happening with buffer chests, but there exists 128924 that is fixed for 2.0.56 so it is possible some of the reported behavior overlaps with that other topic.

It's the same issue, the request is not halved, the items in the buffer are counted double.
