Recycler with quality, output full except it's not

When I put quality modules into my recycler it stops after a few items because Target full

Except it's not. That doesn't seem to happen without quality. What's going on?

Recycler rolled products of quality different than normal and now it tries to insert them into product inventory. Items of different quality do not combine together and we intentionally only ever put products in their corresponding product slots for performance reasons.

I also figured out that I can just put a chest on the output-arrow, to keep the recycler going.
