Example, inserting into turbo belts with legendary stack inserters:
- chest -> normal belt: 12 ticks per swing
- chest -> underground (length 0-1): 12 ticks per swing
- chest -> underground (length 2+): 13 ticks per swing
It is inconsistent and makes no sense.
This is also annoying since 12 ticks per swing would give us 80 items per second, which allows us to fully saturate turbo belt with 3 inserters.

Tested also with normal yellow inserters and it seems that inserting into undergrounds longer than 1 tile, adds 1 tick delay regardless of inserter speed or quality.

Looking into this I found the root cause but you aren't going to like the fix. The fix is to make it consistent, and remove the buggy part which is causing the inserter to put items on the belt at the wrong positions which allowed it to operate in the 12 ticks per swing.
If the inserter is fixed so it properly puts items where it's drop location is - and only puts them there - then it will always work in the 13 ticks per swing mode.
