[2.0.20] can't use upgrade planner to upgrade quality of a space plateform hub in blueprints

Since the recent feature to be able to use quality space platform starter pack there is a small problem with upgrade planner.

We can't use upgrade planner to upgrade quality of a space plateform hub. It's mean we can't upgrade a blueprint that contains a plateform hub to the desired quality, so it's make impossible to properly use the space plateform blueprint that doesn't share the same plateform hub quality cause it's doesn't put the circuit cable connected to the plateform hub

PS: circuit cable should still be placed with force and super force mode, if it's the same building but not the same quality.

Thanks for the report however I don't believe we will be doing anything about this. The hub quality is mostly a small thing, and doesn't have support for changing once built. You can always force-place any blueprint regardless of the hub quality.
