It could be nice to have an option of auto purge on fluids tanks.
When the tank exceeds 95%, it could automatically purge the excess.
This way, we avoid blocking production of other fluids tanks when one the the tanks is full.

It would be great to have a control option when the tank is connected to the circuit network. Right now the only 'option' is to read the tank contents. It would be so nice to set a circuit condition to purge the tank or purge the fluid network (the two options that are now available manually). Then you could set your auto purge but it also opens it up to do other circuit contraptions.

You can (sort of) do this via Barrels which turn Fluids into an Item which can be fed into a Recycler (returning an Empty barrel), thrown into a Lava pit, or dropped off the edge of a space platform.
I use this to create demand for Heavy Oil (necessary for Lubricant) by voiding Light Oil / Gas, when the refinery is otherwise idle.

No. This is part of the puzzle and would trivialize a bunch of mods centered around by product handling. Install a mod to delete excess fluids if you feel that is necessary.

Not necessary at all. Every fluid in the game (that you could realistically have an unusable excess of) can be turned into a solid item. And solid items can be recycled, burned, thrown into lava, etc. You can just do that.

It's one of the game challenges and tasks to balance production so this doesn't happen in the first place. For oil processing, you use cracking to convert heavy oil to light oil and light oil to petroleum gas. Since petroleum gas is the fluid most consumed, this works. Keep one storage tank with heavy oil and one storage tank with light oil. If the heavy oil tank is > 20k heavy oil, activate chemical plants with heavy oil cracking. And if the light oil tank is > 20k light oil, activate chemical plants with light oil cracking. If there is actually an excess of petroleum gas, and you need one of the other oils, you can switch solid fuel creation from light oil to petroleum gas to consume surplus petroleum gas. The other fluid in the game that needs explicit balancing of this kind is ammonia on the planet Aquilo. Either you have ice surplus or your have ammonia surplus, so you either recycle surplus ice away or you recycle rocket fuel away (which is created from ammonia).
