[2.0.42] Modules Requests are never fullfilled after manual upgrade

This might be a duplicate of viewtopic.php?p=666068 but I'm not 100% sure.

When using a blueprint or copying an entity that contains modules, but the entity itself is not available in the network, the modules requests cannot be fullfilled.
If the engineer then manually builds the entity with a different quality the requests still are not fullfilled.
