[raiguard][2.0.42] No error message shown when unable to built

When you try to place a building on a tile it can't go, like placing a belt on water or Aquilo's "smooth ice", a sound plays and an error message is displayed saying "Cannot built on <tile>"

However, when you try and place an underground belt, or Pipe to ground, this message is not shown. The sound is however still played.
