issue with Fulgoran Vault Ruins on Ribbon world

The only way to unlock scrap recycling and the recycler (and all other tech from Fulgora locked behind it) is to mine a Fulgoran vault ruin by hand. The problem with this is that it is 9 tiles high and 14 tiles wide, which creates 2 issues for extreme ribbon worlds. Firstly it means ribbon worlds that are 13 tiles wide or less are now impossible, but even if it fits there's a second unintended issue:

I'm playing on a 9 tile high ribbon world which means it technically can spawn. However, since entities don't spawn if they don't fit on the ribbon, I am now unable to unlock scrap processing unless I walk until I find one that spawned exactly centered on my map. to give some perspective here - with console command setting the game speed to x1000 I've yet to find one after walking for over 2 hours straight in the same direction (even if I find one at this point it would take literal days to walk to it with achievements active).

Simple solution: Change the unlock condition for recyclers and scrap processing to "mine 100 scrap" instead of specifically a rare type of ruin. Thoughts?

We do not plan on balancing game for obscure scenarios.

Well, found this topic not to create new one about same problem.
It's rather not the issue about rebalance, it's about generation bug.
This seed (1249911531) shows fulgora vault both on 10 height and 9 height preview. BUT. In fact vault is not present on 9 cells version, though it WILL fit, because it's in the center of 10cell height.
I mean, if we remove either top row or bottom one, we still fit ruin.
Please, reconsider about obscure scenarios, hope you'll fix this generation up:)
