I'm currently rerunning the game after completing it only a month or two ago, and I'm seeing something strange this time around where none of my blueprints seems to be working. Whenever I'm placing a blueprint on aquilo not everything actually gets planted. I have tried the blueprint both with concrete and without and with ice platforms and without, and none of them seems to consistently plant the whole thing.
What makes it even more weird is that if I plant the exact same blueprint in my previous run then it plants all of it no problem.
Here are some screen shots to show you what I mean, I have tried to place the blueprint while holding shift and ctrl+shift and nothing seems to plant everything and I have no idea why or how to fix it https://imgur.com/a/1dl6eQR
Note I'm playing the game without any mods or anything like that.
EDIT I just did some further testing and it seems to work if I remove the ice platforms from my blueprints. For some reason the ice platform refuses to be placed on top of places that already have ice, and also prevents the placement of everything on top of it, like concrete and buildings. However this prevention only happens when holding in shift or shift+ctrl, but not whenever you just place it normally (which I never do on aquilo since everything basically requires some amount of ice platforms)
I find it really weird why it works differently in one of my world compared to the other.
I suspect that it is the same issue that is talked about in this post?

Though if it is, I can't imagine how this is not a bug, since it completely destroys blueprinting on aquilo. As things currently are, I can build something on aquilo, create a blueprint based on it. Load a save from before I placed those buildings, and place the blueprint I just made for that specific place, and it still won't build it!

Now I can't even put pipe on aquilo in ghost mode, even when holding in ctrl+shift or any combination of those two. I was for sure able to do that just a few hours ago in this same world.

So it seems like I have to have concrete explicitly in my blueprint, and no ice platforms or it will simply not work, and apparently it will also no longer work in ghost mode if I try to place pipe or anything on a surface that does not already have concrete. This basically makes aquilo unplayable.

Here is a save file where I consistently cannot place pipe in ghostmode on aquilo. In the previous savefile I sent, the blueprints are not really working, but at least I can still place pipe in ghostmode.
I have just reloaded both of the save files and it is reproduceable and there is a consistent difference between what I can do in those two files.
So unless I somehow accidentally changed some sort of game configuration in how ghost mode works then I have no idea what could have happened.
So just to specify, I can still place pipe in ghost mode if I place it on the white ice (not sure what that is called), but I cannot place it on rough ice or brass ice or on amoniacal ocean, and this is irregardless of whether I hold in shift, ctrl+shift or just left clicks.
I just went through the control list and I can see that forced build, and super forced build are still bound to the default shift+ctrl keys, so I did not accidentally rebind those or anything of that sort, which is also indicated by the fact that it shows the ghost and the "angry" ghost whenever I hold in shift+ctrl.

I believe it is indeed related to 118642 Ghost entities cannot be placed directly on Aquilo tiles which require two layers of tiles to be constructed.
I primed the system by placing and removing an Ice platform tile on Brash ice/Ammoniacal ocean; and a Concrete tile on Smooth ice, Rough ice, and Ice platform.
Then the (tiles-free) blueprint can work by Shift+click, autofilling ice platforms and concretes as required.

It is. While I understand it isn't desirable, there is no other solution we came up with and so that's how it works. The alternative at the time was to simply require you place the tiles first, then later you can place the entities. Okay I'm an idiot and did not read the linked thread carefully enough, it is indeed the same issue. Sorry about that. But this feels like a bug so badly, that I really think you need to rethink the way that this is done.

The difference is that in your tmp_full_mek savefile you have previously primed the system by manually placing an ice platform on the ocean and concrete on all the difference ices.
In your 2607 savefile, as it's a new playthrough, you have not done this yet.
It's similar to how you can blueprint a machine crafting some late-game recipe, and place that blueprint in a new playthrough.
The machine will not craft it. You have to research it first.

To me, it looks like there's two problems here. One is that the game doesn't have default tiles for placement on Aquilo, and the other is that it doesn't communicate anywhere what the current tile choices are. So, here's my thoughts:
1. Just have a default of ice platform and concrete. Yes, a player may want to use a different concrete variant than the basic one but at least "Construction material X is missing" is a much clearer problem to address than a vague "You can't build here."
2. Show the player somewhere what the current tile choices are and let them change them explicitly. This could also have the benefit of letting the player use a particular concrete variant for certain purposes without the game changing the default tile choice.
