[Rseding91] [2.0.28] Miners incorrectly reporting target full

If you have a miner mining onto a belt then it runs out of material to mine, when you then mark the belt it was mining onto for deconstruction it changes to saying target full, witch may be the case however it doesn't matter because there's nothing to mine, further confusing the situation if you have a miner without anything in front of it, if you then place a belt in front of it and mark it for deconstruction it will still say out of materials to mine.
