Hand Crafting Higher Quality

Is there a way to hand craft higher quality items? I have legendary ingredients but don't know how to change the recipe to the legendary quality in the hand crafting menu.

No, I don't believe there is. I believe all quality items have to be made in a machine (assembler, etc.).
