For the items used for rocket parts, only logistic bots can load them for automatic rocket launches. Inserters would just try to put them into the rocket part production.
When you load them manually instead, you can also launch the rocket manually.

It's not about that, the other items are loaded normally. I think the problem is that the weight is not multiple, and the rockets are loaded entirely with only one items.

You only have 206 circuits available in the logistics network, so it can't load 300 circuits into the rocket. The rocket will launch when 300 circuits are available to load.

There is something going on, and I don't know what it is.
Request's tooltip says there are 206 processing units available on the planet. That is referring to items in logistic network's storage/provider chests.
As it is less than 300 required to fill a rocket, a rocket silo configured to automatic mode won't launch anything.
This is fine. The rocket silo shown in the screenshot is configured to manual mode.
The issue is the tooltip does not say anything about the 300 units that were loaded into the rocket manually. It's as if the platform is not above Nauvis.
Yet, according to the second screenshot, it seems to be.
I tried loading processing units manually into a rocket silo, any amount I inserted into it was visible in the platform's request's tooltip.
Once the silo contained the full load of 300 units, the rocket launched, as expected.
Could you attach your savefile?

The rocket will auto launch with 300 processing units if there's a platform in orbit with an unsatisfied request for processing units. It will also launch with less than 300 if the request has an alternative minimum payload.
Tested on 2.0.34
Also the 999kg is just for show. It's truncating the weight of 300 processing units, which aren't exactly 3 and 1/3 kg each. The decision to autolaunch is based on number of items not weight.
