[2.0.15] Focus on number entry different between circuit/item count

When on the space platform, while setting conditions, if I set a condition based on "Item Count", opening the constant number UI does NOT focus on the constant number field. When I set a condition based on "Circuit Condition", opening the constant number UI DOES focus the constant number. The latter behaviour is preferable as it is one less operation to do before entering data.

The exact same behaviour happens with locomotive conditions: circuit -> focus on number field; item count -> unfocused constant number field.

Is this a bug, or a misfeature?
