The cause of thus problem is that the parent tips and tricks ("spoilage") is itself not unlocked.
See the related issue 121906

To fix it edit the file: C:\Program Files (x86)\Steam\userdata\<your steam id number>\427520\remote\player-data.json

And where it says "spoilables" (or is it "spoilage"?) change the status to "suggested".

This won't disable achievements or anything so don't worry.

After extensive testing, I am unable to figure out the reason how the "spoilables" tip could not have been shown. Even on this save, when you travel to space and drop back to the surface, it is suggested right away. I have to close this report. If anyone finds a way to reproduce this behavior, please open a new bug report.

Looking at the fact there were many other similar reports back in the time and instant ready how-to-fix answer by @IsaacOscar, and none similar reports nor "+1/same isaue here" reported for a while – it looks as completely outdated problem. Anyways, thanks for looking into it.
