If I take a 0/0 station and change it to 0/1 after it's built, the priority system works.
I may report this as a bug once I know more about it, in case a developer agrees it's a bug. But first I will experiment more.

Not working on manually triggered interrupts. I don't know if it ever works.Additionally, there are some special cases where trains are given the absolute max priority of 255:
When the player manually tells the train to go somewhere.
Simply does not work. I deleted the train stop, manually moved the train back and forth so there was no way it believed it was at a train stop anymore, then put it on automatic, and watched it No-Path. It still wasn't chosen.When a train has 'no path' or 'destination full' in the middle of the tracks (i.e. not waiting at a train stop).
