The rail planner becomes unresponsive when cursor moves to the outer edges of the screen (specifically, it becomes unresponsive on the 2 outer 8:9 sections of the screen, leaving the inner 16:9 area responsive as expected)
This happens when zoomed OUT to max on a freeplay world (1.0 I think it is? I don't know where or how to verify if this is correct)
The issue becomes less obvious as the player zooms IN, as the restricted area leaves the screen while zooming in
For some reason there is (occasionally? it's not consistent) a usable area within the left side of the screen, but it oftentimes is completely unresponsive as above.

This is likely because that is simply out of build reach. Is it responsive when holding shift? (Ghost mode)

Happens for me as well. The rail planner just refuses to continue to the outer parts of the screen. It's not extending any more. Pressing shift all the time for ghost building.

After removing all mods and doing a small amount of further testing, I cannot reproduce this in the world I provided, but is easily reproducible on a new save
Tested in both sandbox and freeplay
Unresponsive when using shift as well.
The game does not seem to care whether I using a character or god mode, but the issue is seemingly not present when using remote view.

Just tested, it does indeed seem to be based around radar coverage. if the chunk is unrevealed but visible (super common with ultrawide) the rail planner stops responding when used within that chunk (or chunks). Glad we narrowed it down. This doesn't affect remote view, however.
If we can use the rail planner in unrevealed chunks in the map, I think that it would make sense that we should be able to use it anywhere we can see.

Yes, if I place radars to add radar coverage, the rail planner works over the full screen for me.
It's not a major issue for me. I wasn't aware of this issue until now, although I'm playing Factorio for 1 or 2 years with a monitor that huge.
