1. What did you do?
To reproduce:
Build elevated rail over an untraversable tile such as water/deep water.
Place a cargo wagon on the elevated rail, somewhere overtop of the untraversable tile.
Place a biter egg or pentapod egg in the cargo wagon.
Wait for the egg to spoil/hatch.

2. What happened?

A biter/premature pentapod spawns at the base of the elevated rail, stuck on an untraversable tile. Attached screenshot and log file were produced in a new freeplay (space age) save in editor mode. I used a biter egg and skipped the wait time by increasing tick speed until just before the egg hatched.

(The biter is behind the support column. I have seen one spawn in front as well.)

3. What did you expect to happen instead?
I'm not sure what intended behavior would/should be in this situation, but I do doubt that biters standing on water is the intended behavior. Maybe wait until the cargo wagon is on dry land, or spawn the enemy on the nearest valid tile? Or give the train `x` amount of extra time to arrive at dry land, and just spawn on nearest valid tile if that timer expires too? Or perhaps just drown the biters Roller Coaster Tycoon style. Not sure.

4. Does it happen always, once, or sometimes?
Always.
