This might be intended behaviour, but it seems weird to have hidden persistent circuit settings, without a button to access them, unlike every other circuit enabled entity.
If this isn't a bug, can you please move it to feature requests?
1. What did you do?
Set up a display panel, configured its circuit settings to trigger the message, connected a circuit and got the message shown.
Then disconnected the circuit wires, and changed the message. Then reconnected the wires.
2. What happened?
The new message shows in both the settings and the alt text. But after reconnecting the wires, it goes back to the circuit-set message. After disconnecting the wires again, it stays using the last message set by the circuit connection.
3. What did you expect to happen instead? It might be obvious to you, but do it anyway!
The circuit settings can be accessed using a circuit network button, like every other circuit connected entity.
It was surprising to have hidden circuit settings for an item without a "circuit network" button. Every other item either always shows its circuit settings (combinators, speaker), or has a "circuit network" button to access the hidden settings.
It seems odd to have to connect a wire to edit circuit settings, all the other combinators just have them available.
4. Does it happen always, once, or sometimes?
I can reliably reproduce this behaviour.

Thanks for the report however i am not considering this to be a bug. Circuit connection of a display panel completly changes the behavior of a display panel to the point gui is completly changed so there is no point in having circuit control gui on the side: display panel gui itself is used to configure the display panel circuit. On top of that, other entities would only allow to preview settings stored in the control behavior without changing them so this is not breaking any workflows, just prevents seeing the control behavior settings ahead of time.
