For some reason, the rocket silo will not fulfill the last stack of Low Density Structures on Fulgura. All other requests fill as normal. No matter what I set the request amount to be, it will get stuck on the last stack, and my space platform will get stuck waiting for it to complete. If I increase it by 200, it'll immediately send a rocket with 200 and then not send the last. There is plenty available on the planet, and all my rockets are prepped. How do I get it to send the last stack? There is a ship in orbit. There is room. No bots are missing. I've tried changing the minimum payload. I've tried using a different space platform. I've tried setting the wait condition to be less than the request but it doesn't go because its waiting on that last stack as if its on the way. No matter what I do, the last stack doesn't send and the platform gets stuck.

Looks fine on the platform, not sure what could be missing.
The only thing you don't see here is the planet, where you said "rockets are prepped"
Silos can be in different states as well, without knowing it, one can only guess or ask for a save file.
Whenever something weird happens to my space logistics, it usually is stack/min.delivery sizes, which you checked, or some problem with silo configuration.

I'm having the same issue. I think it's likely a bug but not sure, I've found a workaround though.
Issue:
Last stack of space platform logistic request will not get filled; the request stays highlighted yellow as if the units are being requested but nothing arrives. On the planet, all rockets are shown as ready to receive the request. Issue only affects specific request of Electromagnetic plants. Increasing the request size will result in additional shipments but will still remain one stack short:
I've tried deleting and replacing the rockets and cargo bay on the planet. Toggling off automatic requests on all silos. Deleting and replacing the request on the platform and also creating logistic requests in different groups. The request always remains one stack short.
Interestingly, if you have a silo that is full of the requested material and has logistic requests turned off then the space platfrom will still "pull" the cargo. Which leads to the workaround.
Workaround:
Have one rocket silo that has automatic logistic requests turned off. Use a requester chest to manually load in the problem cargo. The space platform will pull this automatically as long as the logistic request is unfulfilled. Not ideal to have one silo dedicated for the stack but works for me.
Notes:
Not sure about reproducibility but I suspect I may have introduced the issue by manually turning off logistic requests on the silo right as it was delivering a shipment. Maybe this caused a disconnect where part of the code thinks no requests are due planet-side but the ship is still short. Just speculation though.

That workaround didn't actually fix the issue, it just moved it onto a different material type:

At first I thought it might be connected to 125524 Items overcommitted to personal logistics sometimes cause space platforms to ignore wait conditions.
But it seemed improbable to have a personal request for LDS.
If the issue is being shifted to the next launched item, it might be related after all.
