Add a new SimpleModifier for increasing a mining drills speed

As the title suggests, I'd like to have a new SimpleModifier that effects the mining speed on drills. The main reasons I'd like to have this as a feature are:
1. It gives both labs and drills speed and productivity bonus technologies, instead of only having labs have speed + prod, and drills only having productivity.
2. I personally just like having lots of ways to make your factory better, without adding new tiers or better versions of existing buildings
3. The current way to pull this off requires placing dummy beacons under every single mining drill that exists (and then replacing them with every tech upgrade), which could cause performance issues in bigger bases with hundreds or even thousands of mining drills working constantly - which would be an eventuality in the overhaul I'd like to use this in.
