I keep getting consistantly low FPS only on gleba and nowhere else. I have tried turning v-sync off ingame and on the nvidia control panel but nothing seems to have worked.

Hello, thanks for the report.
Can you reproduce it also with Texture compression graphics option set to High quality? At the moment, you have it disabled, which makes all Space Age and mod sprite atlases take up over 10 GB (so we don't even offer this option in the graphics settings), but you have only 8 GB of video memory, which may have caused the poor performace, as the driver is constantly moving textures between RAM and VRAM, or GPU is reading textures from RAM, which is much slower than accessing them in its VRAM.
