What did you do?

Upgrading my existent space ship to rare, including the platform hub

What happened?

Icon on space platform hub for upgrade, indicating there is an available upgrade path for these. Open request for a rare space platform to build.
Can't build space platforms directly on planet, so I have built rare starter packs. Did send one manually.

It never ugraded.

What did you expect to happen instead? It might be obvious to you, but do it anyway!

Upgrade the space platform with a different quality starter pack

No upgrade path icon shown at space platform, or not showing a request, if there is no possibility to upgrade an existent platform

Thanks for the report however there is no current way to upgrade space platforms. You have to build a new platform if that's a desired goal.
