Quality modules not producing higher quality items in certain smelters

Hello, I built a large smelting setup, which previously operated with T2 productivity modules. I replaced them with T2 quality modules and sent regular-quality ore to this smelter. However, I didn’t get a single metal plate with a quality level higher than regular.

Before making this change, I built a smaller smelting setup with T3 quality modules. In that setup, I also sent regular-quality ore for smelting, and the quality modules worked as intended.

South of the large smelting setup, across the railway, I have a smaller smelting build with quality modules. This setup uses T3 quality modules, and I’ve been sending regular-quality ore there as well. In this smaller smelter, the quality modules work perfectly, and higher-quality plates are produced as expected.

I’m attaching my save file to the post for reference. I should also mention that I have mods installed.

I see beacons with speed modules. Speed modules reduce quality.
