I'm not talking about a full 360/3d view
Currently we look from South towards north. And the ideea of switch views is to look from North towards souths. Aka if the factorio map is a table, and we only have 1 single Windows where we can look inside to see what's on the table, the ability for use to look from different sides of the tables.
The whole point for this is as a work around when the Elavated rails block the view. And since this is a "mode" and not a freely view, any blueprints and similar, donsen't get flipped or similar. it's only what we see that get's flipped

While an interesting solution to the elevated-rails-blocking-view problem, I have to imagine that this wouldn't be fun to implement.
You'd probably want to do it as inverting the X-coord of every entity on the planet and flipping everything vertically, which sounds like it would stutter. Plus, are there any objects that can't be flipped? (Besides thrusters)

The way I understand the visuals are made, OP's suggestion has a zero chance of being implemented. Every entity is stretched/deformed so that it looks how it should from the current viewing angle, any other viewing angle would make the things look awfully distorted.

Indeed, changing the angle of camera using the same coordinates won't happen, IMHO.
However, what might be possible is to render the view using rotated coordinates.
Here is an example (using one of the menu simulations, blueprinted, placed the blueprint in all four rotations):
